Can any freelancer use the Boosted Profile feature?

In order to use the Boosted Profile feature, you must have a publicly visible profile. Your profile must have all the required items completed, which means that it must be at least 50% complete with a profile overview, profile photo, one or more employment history items, and at least one skills tag.
